Will this signaling device/packaging tolerate the scuba enviornment?

Definitely not, the container that the dye comes in is inside a soft rubber sleeve, which is just slipped inside of a slightly smaller sleeve, and can be easily separated by pulling them apart. If you want to use it for scuba, you would need to transfer the dye contents to a waterproof container.

Can you attach these to items around your house you

These are dye markers for signaling your location in open water to help the coast guard or other marine rescue to locate your position. Usually from helicopters or fixed wing aircraft. These are for marine rescue used in conjunction with flares, VHF Radio, EPIRB and other emergency signaling devices.

Will the dye leech out of the containers if they get wet (before deliberately opening them)?

Yes, the dye will leech out if you get them wet. They are not water tight.

Good but over priced for the size. Go to army navy surplus and purchase the bigger bag version for cheaper and works better.

You can't be rescued if you can't be seen!

Hopefully we never have to use these dye markers. We fish off the alaskan coast, out of site of land. The ocean is vast and the water cold. A 20' dye patch in the water is easier for coast guard to spot then a single bobbing head. Small and easy to attach to our PFD, along with a water activated light, just simple insurance for a quicker discovery and hopefully a rescue.

Container opened at safety stop during dive.

I carried this with me on one dive and it opened up and there was green everywhere including all over me and my gear. I never opened it, didn't even take off the plastic seal figuring it was easy enough to do in an emergency. It was in a holster pocket and nothing pressed on it but it decided to open. There were two in the package, but I'm hesitant to carry the second one due to the failure of the first!

Highly recommended

If you're out in the ocean and need to be spotted from the air during the day this is a must have. Experience is being expressed. Plane was able to spot and radio the location when boat was completely dead, zero power, radio or GPS. Dye pack saved the day 60 miles off shore.
