Is YarnArt Jeans smaller the using 4 ply yarn?

Its more of a 'sport' weight. Has a weight of '2' (crochet hook E or 3mm; knitting needle US 4. Hope this helps.

Would this be good for hats?

I wouldn’t think so. It’s great for dolls etc. It is thin so might not be very warm for a hat.
