I dont need a drain plug. Does the plug screw down tight (threaded) so it won't leaks?

It's just a push in rubber plug.

Does the basin stay steady and not flip over when weight is put on the front of it with neck?

The basin stayed very steady. I think because the head is supported, it does not pull it down. We found it really useful. We used two buckets, one with clean water, and one to empty the dirty water, using the hose. You can then rinse in clean water.

Can you have the water draining out at the same time as washing hair?

Hi, You can have the water running out as you wash the hair. It depends where you are emptying the water to... The waste piper is only about 15inches long. We use it for a paralysed woman while she is in bed. We empty the pipe into a bucket at the side of the bed. The tray is rigid which is far more practical than the inflatable versions.
