When adding this to your reef tank, is it supposed to look cloudy when adding to the water. It seemed to also have little particles floating around?

Yes, this is normal. This is the Part 2 reagent reacting with the already existing chemicals in the water. Add gently and slowly to a high flow area of the tank and allow it to disperse in a wider area. If it lands on anything, it isn't harmful, just keep an eye on it as some things may be a bit more sensitive, however this is made for the reef and for adding directly to the reef so just take your time, add the two parts separately, and slowly :)
