Does this support Cisco IP phones? like the 7821?

While the Grandstream UCM is super friendly to Granstream phone devices, any SIP phone device will work.

Can this device work with any brand ip phones or only a specific brand ?

Does this work with vonage?

The UCM will accept any dial tone over a twisted pair. An RJ11 cable from the Vonage device to one of the UCM line inputs will work!
