Q: This will seem like a bizarre question, but does it smell? (Like the majority of Chinese-made closed cell foam materials.)

I use it for taxidermy purposes and havent noticed any smell.

Q: Can i use that to repair my garage floor cracks with the concrete caulk?

I wouldn’t. It’s just foam. If the crack is huge I would use sand as a filler and apply a deep layer of concrete patch

Q: does this break down or come apart easily when wet?

No. Its foam.. it doesnt break down at all
