It goes on the bottom of the liftgate. It will make your gate open again if it is actually defective. There is a pin with a plastic bushing that may have worn out. You will have to take the interior trim out to see which particular part failed. Its a relatively easy fix either way.

Don't think so, the liftgate uses a different type of latch, search for passenger door lock actuator.
