Q: Does this have the lead "button seal" on the bottom like other brands? Looking for lead free.

I'm pretty sure it's lead-free. The product says it's made out of 18/8 stainless steel, that's steel with 18% chromium and 8% nickel, so i think your good. However i wasn't there when they made it so... i can't promise you it's not hidden in there somewhere ;-)

Q: Is the outside material plastic or metal? It looks to have a texture and I want to have it personalized but only if its metal.

It's metal, it does have what appears to be like a bake powder coat. I think you could personalize it. Hope that helps. I like mine and would recommend it.
