Yes and no - composition notebooks would fit.

Q: Would the straps be a good size for a small 9 year old or would it drag too far down?

The straps are unusually long, I think they would be uncomfortable for a 9-year-old. I'm an average height woman with a slim build, and even for me it's not very comfortable. The bag arrives at the tightest adjustment and can only be loosened. If your child is alright with a bag that can't be tightened, then I'd say go ahead and buy it. I took measurements that may help. Each strap is roughly 25in/63cm at the tightest adjustment. Test this strap length at home with an adjustable backpack strap. This will give you a visual of how the bag will look on the child. I used a basic tape-measure.

It’s licensed by Sanrio Japan but made in China, they’re very well made tho
