My tin only came with 2 decks of cards even though there are spots for 3 decks. Am I missing one?

You're not missing any. The tin case is supposed to contain one deck with 162 cards. The 3 spaces are for 54 cards each.

Is skip bo as much fun with two players as with more? A lot of games need at least 3 players to enjoy the game.

If you took out the plastic insert could you fit two full decks in “loose”?
