These don't go on the axle instead on the rack boss. Most bike have some at the rear chainstay, which is symmetrical. That will be the ideal footing for balance a support. First, pass the bolt through without the foot rest. It will be tight since it's new and make sure you don't strip the thread.

They aren't spring loaded but they stay out of the way when flipped up. You have to manually flip them back down.
