Will this charge from either the convertor day pack or the off the grid solar backpack from voltaic? the array backpack is not available anymore?

Hello - yes, this will charge from the Converter and OffGrid. The OffGrid's panel is twice as large so it will be better suited to the V75 than the Converter. The Array will also likely be back in stock in about 10 days, if that is the backpack you prefer.

Will this power a device while simultaneously charging the power pack. I intend to use with a Gopro with the battery removed.

Yes, the V75 can charge another device while being charged. It will do both at the full rate. A lot of batteries skimp on the IC and can't charge and discharge or can't discharge at the full rate when being charged.

How long will the always on battery last if being used maybe once a day for a motion activated led safe light strip?

It will last about 100 days if nothing is plugged in. How long it lasts with the light strip connected depends on how much power the light strip uses and how long it stays on for. If, for example, it uses 5 Watts and is on for 5 minutes, it could last for close to 2 months.
