i think this was the first shot at making bb-8 as a toys and it was off thanks for looking

Yes. There is a little indention on the BB-8 that fits onto a raised piece on the base.

Q: Does it follow voice commands?

Yes...provided you shout so loud that it moves the BB baby away. So you can safely say it followed your command.
