Q: Are these reusable and repackable or discarded once open used

They are reusable but they are thin so they won't last as long as strong orange bags that you get (and pay more for). I bought these for my cub pack, we haven't managed to do an overnight in them yet as a bivvi due to the coronavirus restrictions. But I do expect them to last a few uses. They are compact and light as a result of being thin.

Q: Can they be used under an airbed for insulation in a tent?

They could but you'd probably be better buying a self Inflating camp mattress (just a thin one) and using that ON TOP of your airbed... That will give you proper insulation and lots of comfort as they are insulated in their own right and really work. Hope that helps.
