If my daughter's feet touch the ground can she just scoot this with her feet, or do you have to use the pedal motion to make it move?

You must use the stirrups to get it to cycle forward. Using the stirrups, and pushing down on them, it makes it go forward, then release or take your feet lightly off & letting your bottom go up, you continue “riding”. It has a definite up & down forward motion. You may turn it with the handles on the head. Once they “get” the rhythm, they will be happy! It’s really fun!!! ,
