What size does the large fit?

I'm confused by the size small/2 tall. the size chart shows a small as being a 4. is the small/2 tall meant to be a small(4) or a 2t.

The medium I bought for my 3yo. It fit him fine that year as he was in a size 3T, but it was not long before it was a bit tight to close properly.

I dont see any toddle sizes for these recue bot costumes... are they only the youth sizes and not toddler?
