Q: Will it fit over a 4 mm neoprene cap? I need a bright second layer for visibility in open water.

Yes.should not be a problem. I swam in SF bay with this cap, an Orange over a latex cap, and the combo kept my from the cold just fine. I tried a neoprene cap with a chinstrap and couldn’t deal with the strap under my jaw. My head actually too hot with the neoprene hood. Never used it again.

Q: Which way should cap be worn? with arena logo on side or front of head? just bought large red 3d cap and it's riding up - i wear logo on side

This Arena silicone cap should be worn with the logo on the side. For a more comfortable fit makes sure the front of the cup is just above your eyebrows and then adjust it through the back of your head. There is another cap, the “Arena 3D Soft Silicone Cap” which is smaller in size and with a tighter fit, this cap has the logo on the front of the cap.

Q: What size is it? Will it fit my boy at 8 years?

This cap comes on one size only and is made for adults, It would be too loose for your 8 y.o boy.

Q: Will it keep the hair dry?

Probably like most caps, it keeps it mostly dry, with some seepage at edges. I ended up needing a bigger cap to fit my hair better. If you have really short hair, this one seems like it would work well because it was quite snug.
