Are the rollers rubber or plastic? Trying to decide between this and one made by Woodstock. Need it for rolling vinyl plank self stick tiles.

They are a really hard rubber, or synthetic compound. Something comparable to a car tire. I used it for rolling peel and stick tiles. It works, but it will work you to do it. I guess any small roller would.

Is this use for formica as well?

We use it primarily for Formica work , great tool.

Can I use for carpet tile adhesive

I don't think its heavy enough for carpet tile. On carpet tile you need the weight of regular roller

Would this be good to use to install outdoor carpeting?

Yes, the rollers are about 1.5 inches in dia.
