When filling the bag, do you completely fill the smaller bags to get the appropriate 10lb weight?

You put the bag on a scale and fill it until the scale reads 10 lbs

Does this sandbag come with sand?

I cannot fit all 6 sandbags into the main bag. I weighed each one to be 10lb but they take too much volume. I used play sand from homedepot?

If set the bags in bag and pick it up and drop it a few times and stand/stomp on the bags (while they are in the bag) the sand will compact a bit and you should be able to just barely get the bag zipped. I had issues at first as well but now its not a problem.
