It is not. I found a tennis ball to be much more effective. This was garbage. I sent it back.

Are these Hard Rubber?

Hard Rubber is not the way I would describe these. They are hard and able to press extremely hard. They get into the fascia better than anything I've ever used. My Podiatrist, who is a runner, recommended them. So buy them, but don't use the spikes. They will only hurt your foot, ie my doctor.

How firm is roller? Would prefer a firm over soft.

Yes, it is extremely hard plastic. I prefer it to be hard plastic without flex for arch massage. It has worked wonders for my plantar fasciitis.
