Depends. It comes out servable, but soft. So if you wanted to decorate then serve, maybe give it a minute or two to firm. If you plan to stack/store decorated cookies, allow at least 15-30 minutes (I generally wait a couple of hours after decorating) to prevent smooshing and smearing.

could you use this on a cake to write a name?

We would recommend a decorating icing tube! The cookie icing is a flooding consistency so it is not the best for detailed lettering or designs.
