It fit my wife who is size12 and she used the drop down and it fit perfectly

Q: Is the jacket a seperate piece of clothing? (does it detach?)

Yes, the Jack is removable. Underneath is a sleeveless dress. Jacket is a short separate long sleeve.

Q: Is the size large the same as the size women's us large (14-16)

As with most costumes this one is cut smaller than size. I ordered a size larger than my normal. Also this costume store was from U.K. As US did not have this costume style. Therefore I'd suggest purchasing one size larger than your norm just to be safe
