Q: What model is this? The 3000 or the 9000? And what refills does it use?

Neither. It's a "standard" dispenser. I added the Rubbermaid Application Guide to the "Download button" (under the product image) showing types of canisters applicable for this product. The 3000 and 9000 are different dispenser and require different canisters. Info in the Application Guide.

Q: What size can does this take? I orderd the can that was suggested and it's too short.

Yes you can use it in a private house. Refill has different setting Lo every 60 days, Med every 30 days and Hi every 15 days
