Q: How many times can you use the product? Will this last for at least 21 uses?

I don’t know but if I had to guess I would say yes. We used it 6 times and it’s still good. It’s a very sturdy seal tight product. My grand daughters arm is on the small/Reg size so if you have a child with a bigger arm I don’t know abt the fit. Hope this helps

Q: Will this fit an 18 month old?

It depends on the size of your 18month old but I would say yes... the hole that the arm goes through expands to ensure a tight fit so water doesn't get inside.
