Can I plug my phone to this battery pack and simultaneously charge the battery pack and my phone? The samsung batt.pack has that passthrough ability

I know it might be convenient to be able to do both at the same time, but I doubt there's much need.  This has triple the capacity of a big phone battery, and will also take 4-5 times longer to charge up.  If you will be powering tablets and see a need for that you will probably want a second 10-20 Ah charger anyway.  Also, if you have access to a wall socket you should probably just buy a multi-jack wall charger and plug both in.

How well would this work as a power source for a raspberry pi 3?

Yes! A pi 3 with a 3.5 inch tft plus from Adafruit running Kali Linux no "timeout/screen saver/dim feature set on purpose) with 2 high powered Alfa usb WiFi cards running in monitor mode (channel hopping on Kismet both at the same time) while I disable the onboard WiFi always so for my internet/ssh connection/VPN I was using a Panda Pau05 USB WiFi chip and lastly I had a SDR USB chip set w/ antenna plugged in roughly half of my drive/shopping time of around 6 hours while the other 3 hours I had a USB GPS adaptor running...

All again over a ~ 6 hour drive/shopping time while moving (driving majority of the time) so ALL 4 USB devices were " sniffing/capturing/recording" non stop WITH the 3.5 LCD on the entire time....

Result:
The battery bank has 4 LED's to indicate it's capacity and I return home then shut off my pi 3 with ONLY 1 LED not lit up! So captain obvious says 1/4 of the battery banks charge for all this!!!! Amazing... a pi zero set up in a similar fashion with a 4 port hub HAT stuffed inside a waterproof "Pelican" style mini case with all of it's sniffing hardware minus an LCD left outside hidden for 2 days lost NOT 1 LED charge indicator! Pi zeros sip very little power and it was stationary so not "sniffing" 100% of the time.

Does the quick charge feature negatively affect the (iPhone) battery life?

Matthew R. is the only correct reply here. General consensus from research is that faster charging does increase battery degradation, but this is not specific to this or any other brand.

Additionally, batteries such as these degrade regardless of usage, even if left partially charged in constant moderate temperature, after a year there would be a noticeable & measurable decrease in the amount of energy one could get out of the battery. The effect appears like a decrease in capacity, though the reality is an increase in the internal resistance of the battery.

The effect from fast charging, though measurable, isn't equivalent to the loss of apparent capacity that is going to occur in the absence of fast charging, which is much more substantial.

The consequence of all this is that the benefits of using fast charging typically outweigh the negative effects for consumer use cases. In a scenario where one needs to maintain the maximum amount of apparent capacity over long time periods of use, the user should of course consider the charging program, but other factors should be given attention as well especially the chemistry of the battery (which in turn affects what kind of charging patterns are best).

For the general consumer, it's nice to be aware of the effects of fast charging, but there are more important factors to remain aware of that can have dramatic detrimental effects. The main one that I find is useful to remind people of is the temperature the battery is exposed to. A single afternoon inside of a car in the hot summer sun can destroy these kinds of batteries, even left unused during that time. People are better served by staying vigilant about protecting their battery from such temperatures than they are being concerned about charging patterns, though in the realm of charging patterns it is more important to avoid deep discharges and leaving the battery that way, as well as completely full charges remaining plugged in and hot (like a laptop), both of those are far more important than how quickly the battery charges.
