Q: The valves are sticking and oil won't fix it. Our teacher said we should return it. How do we do that?

Here's a good tip- I play in a brass band. Although my instrument is a tenor horn, but still has 3 valves. When a valve becomes stiff or sticking, unscew it and spit on it, yes!! Spit on it. Your saliva is the best lubricant for the valve and will not damage it, or cause rust, whereas oil just gums it up. Believe me, it works every time. 'Try it'.
