Q: will this fit my 13 year old daughter?

It should. I purchased this for my 11 year old niece and it fits great.

Q: would the youth size fit my 3 and 4 yr olds?

I believe so, the toddler has plenty of grow room for my child who's the size of an 18 month old so the youth would most likely fit your older children. I have an adult size for myself, the adult size would probably be way too big for them.

Q: Will this fit my 12month old toddler ?

No I purchased fir my teenage daughter and she does have a small head but it’s not meant for a toddler I am sure they come smaller
