Q: Do you just paint this on and that's it? Is it offered in red? How does it compare to reflective tape?

Just paint it on. It is semi clear so if you paint it on red the color comes through. Similar to type 1 safety tapes. Retro-reflective meaning it returns light directly back to a light source. (Like The head lights on a car)

Q: can be use for t-shirts?

Yes if you only use a light coat. Too much and it gets rigid.

Q: Will this reflect through glass, i.e., paint inside a window and have it reflect on the outside.

If light from a night source can reach the beads they will reflect that light directly back to that source, however, the glass might change the intensity. Definitely will reflect.
