Q: Are the upper arms suppose to go in as easily as the bottom arm? Or do the tops have to be modified to fit in the holes?

The two top hooks, are inserted into the cranial holes, just above the eye sockets, the bottom plate just has the top roof plate, to rest on. Bottom plate should fit just between the upper teeth. I would not think any modifications would be needed.

Q: How wide is it?Just need approx width and height

Just looking at it by eye id say 4-5 inches wide and 6-8 inches tall. Depending on the animal your hanging the arms spread apart farther and close more as well. Very versatile and heavy duty with a clean look to it.

Q: Is this just the mount or the skull?

It is just the hanger for your skull.
