Q: is this a recolor of sideswipe?

Not at all. It is a totally different mold. The roof of the car is the chest on Sunstreaker and it is the backpack on Sideswipe.

Q: Why is it $15 over msrp? Does it come with extras?

The manufacture limited its production run of the figures (they do this in general for all their toys). It was only sold enmass during the last quarter of 2020 and at the time the toys were approximately $20. This was one of the best Sunstreaker figures to ever come out, so once the majority of the retail supply was purchased there was too much demand, and vendors increased the price substantially. If you can find (Earthrise) Sunstreaker for less than $40, and have your heart set on having one, at this point I'd say purchase it and enjoy. As far as extras go: other vendors are selling 3D printed or resin accessories for Sunstreaker such as spoilers for the car mode and weapons designed to look like the 1980's cartoon appearance and the 1980's toy; those extra's aren't officially recognize products, but it's an option.

Q: Why is the color off? The chest is the right color, but the rest of the yellow is a dull mismatch?

Because it's the difference between painted clear plastic and injection molded plastic colors. Matching is a difficult process, to do so on a Childs toy on budget for an entire assortment of figures is even harder to do and sometimes manufacturers offer discounts when they can't come that close. It's the reality of mass production in 2019/2020.
