I know it is a steamer but could one use it to cook pasta in a full pot of water?

Yes, you can use it like this if you are making a small amount of pasta. In order to get smells out you need to bake the silicone for ~1/2 hour in a toaster or a oven. Those of us with Instant Pots have been doing this for years with our silicone rings.

Can you set your 7 inch springform pan on this to use as a sling when making cheesecake in the instant pot ?

I do love this steamer and use it often cooking eggs or spinach in both instant pot and regular stovetop cooking - it's been great! I think it would be a bit wobbley - those silicon feet seem to collapse to my thinking. But it cannot hurt to try it out- give it a try - Will the springform pan fit on it? Will it jiggle too much? Can you get it in & out with liquid in it without spilling? Making a double sling (like a cross ) with foil might be safer.
