Does this paint need a clear coat?

No! Not at all! If you follow the directions and put enough coats on it will lay like a single stage and have a topcoat that is glossy like it is clear coated

When can sand between coats

I don't remember sanding between coats. The paint held up extremely well. Now that the boat is out of the water, I can see that.

Does it withstand heat? Can i use it on my manifold & risers

This is the paint Mercury uses on their parts at the factory, just in aerosol application. The manifolds, risers, and elbows on a boat that runs water through the exhaust should never get hot enough to damage the paint. If they do get that hot you have much more serious problems than paint. I am a trained Marine Technician and we used this exact spray can for touch-ups on exhaust components regularly.

Is this antifouling paint ?

No it’s basically high gloss touch up paint for mercury outboards & sterndrives, you would still need to use sacrificial anodes.
