Not really sure on what you mean quiet, all I can say is, it is a soft waterproof material, whereas some coats or jackets are stiff and make a noise when you move in them. Hope this helps, a great jacket.

I am a small built female (5’3” tall, size 10) Will the small size still be too big for me??

It's a great jacket, but i found that when i ordered a medium, it was to small, so i would say that a small would probably fit ok.
