Can I use it for my Ninja650

For my Duke 390, I first clean the chain with chain cleaner/diesel, let it dry for 10 mins, then wipe off with a piece if cloth and then apply Bosch SAE90 gear oil link by link on the chain and then spray the regular chain lube (Motul or TVS). This helps the lube keep the chain greased and lubricated for longer times. I prefer to apply gear oil every second time I lubricate the chain. However every time I clean the chain, its relatively tedious as compared to when I only spray the lube and not apply gear oil to chain. If you are okay with cleaning the chain properly when you lube your chain, YES YOU CAN USE IT FOR NINJA 650, OR ANY OTHER BIKE DEPLOYING CHAIN DRIVE for final transmission.

Can i use it for old model royal Enfield Electra (4 gear) ,if yes how much quantity should i use or if no then what grade should I use ?

Yes you can. However you need to know the application process. Make sure you apply it using a dispenser in controlled quantity after you park the bike at the end of the day, by rolling the bike on main stand in gear 1. Let the remaining oil drop off the chain. Once you start running the bike the next day, droplets will hit the rear rim, and would need manual removal. If you're directly applying it under the neutral finder lever for original RE configurations, it'll work too, in fact will work better. However you need to apply it in controlled quantities. Maybe 1 or 2 button press on dispenser and then take a ride. See if the gearbox is still clunky. The moment the desired smoothness is about to be reached, stop, don't apply any further oil and continue riding. Take a 5km run on a fairly busy road so you need to change gears and get the feel of it. And let it settle down over night. Infact I'd suggest go for a medium distance ride, maybe 150 - 200 KMS. The city road will smoothen up the gears and the long ride will settle it further (due to engine heat). All the best. Drive safe.
