What length should I get for 20 pds and 30pds dogs (They looks small ) ?

I got mediums for my dogs and they are between 35 to 45 lb and it seemed to fit good. so if you wanted to be a little bit loose I would just go for medium if you want it more snug try a small.

I have a border collie mix that is 46 pound puppy of 6 months and not sure what size to get him. what length should i get?

I would get a 20 or 22 inch. If your dog has a leaner face and muzzle I would go with the 20.

Where are these chains made ?

Idk where it was made. Chain is ok. My pup is 45 pounds and runs. It was good for training . Worked for 6 weeks then he tried to run after a squirl, and a link opened. Easy fix, but it broke again. I got a thinker one at Walmart for $3.00

What size would you recommend for a 17 inch neck pit

You probably need at least 2" larger. It will depend on the size of your dogs head. Some pits' heads are much larger than normal.
