Why does the bottom half of my screen not work? I’ve tried re soldering the connections and no luck

Very likely you soldered in the LED matrix backwards. LEDs (light emitting diodes) only allow current flow in one direction, so if you get the matrix backwards, no lights will turn on. If you desolder the matrix and look at it, there is a small U shaped nub of plastic on one side of the matrix, and you match that to the little tiny square on the markings on the board, and that is what gets it lined up correctly.

Does the clear plastic come with the parts? I cannot find mine.

My unit came with only one dot matrix. Is it supposed to be like this?

My unit had qty 2, 8x8 dot matrix displays. These are stacked as shown in the picture so you end up with a 8x16 display. Unless they have changed the design in the meantime, the design requires two of them.
