25 is pretty small. I had to experiment to end up with a 32 for a medium male.

The sizes is for the length or the circumference?

The size is for the circumference, I should have bought a 28 instead of 30mm. It is as long as a regular condom, but there was no adhesive to keep it securely on all day, so order 1 or 2 size smaller if possible. A better brand I would suggest is: " spirit hydrocolloid adhesive sheath by Bard" better fit and doesn't come off until removed and cost is decent.
