Will you fit in a laptop charger in this case?

There is no pocket for a charger but you could still zip up the case if the plug isn't too bulky

Will this fit a Surface Laptop? Dimensions 12.13” x 8.79” x .57” (308.02 mm x 223.20 mm x 14.47 mm) ?

It comfortably fits my surface pro 2 laptop which has a 13.5" screen. So will be slightly big for your laptop but is well made and affords good protection. Hope this helps!
