Will it work in Europe?

This hair dryer will not work with 220V. You need to buy a voltage converter to use for 220V. I bought this voltage converter for my suggestion: https://www.amazon.com/gp/product/B07B8YMRJL It works perfectly fine in Europe.

Is this dual voltage ie up to 240 V?

This hair dryer is NOT dual voltage, but you'll need to buy a voltage converter separately to convert electricity for it. I bought this hair dryer for my trip to Europe. Luckily I also bought Key Power 2000W voltage converter to use it in there, or else I would've fry the hair dryer.
