Dose the clamp come off the shaft completely

I do not have access to the trailer I put this on but am pretty sure the clamp did come off the shaft completely as I did only needed a new shaft. I seem to remember the clamp being hinged on the other side to tightening handle to release the shaft. Sorry I cannot be 100% certain.
