Does it come with the folders?

No it does not come with folders. You should also note that the top rails actually have a hinge at the midpoint. I have not broken a hinge-yet. Does make for easy shipping.

my drawers are 12" wide will this fit?

I don't think so, I think these are too wide. I measured mine and they are wider than 12".

Can this be cut to 20" instead of the minimum 24" as stated?

Rails are notched down to 24 inches but can be cut to whatever length you need.
