Do these work well with short pants? Will the straps chafe bare skin?

Could my friend with cerebral palsy use these? He walks on his knees (in his house only) and he appears to be getting sores on his knees.

They may roll on him if he is moving laterally. The flooring people use the bulkier longer model that also attach at the ankle for this reason. AWP makes some decent ones that I typically use day to day that are effective and easy to put on and remove with a wide elastic strap and velcro closure. I got mine from Home Depot or Lowes. There are many styles and I don't care for most but I did find 1 style that was perfect for me and less bulky than the best knee protection available,  ProKnee. Just remember that what I find comfortable may not be to someone else (my son doesn't like them) it may be trial and error.  Good luck.

I’m a vendor so I’m regularly in grocery stores stocking shelves. Would these be over kill?

There are many types of knee pads that can help.  These are designed for flooring people by flooring people who are making their living working on their hands and knees 8-12 hours a day. They are bulky but are the best of the best. I bought them doing a building renovation when it came to the flooring and vinyl base and was experiencing knee burn pain. They were renovating the hotel where I was staying and I talked to the gentleman installing the tile flooring who was wearing the more expensive model, same age, 55 yrs. 
When I informed him of my discomfort he told me about this company. He didn't like this model as it can roll if you're moving laterally aggressively and then bought the best model recommended by the company. I've noticed that. 
He recommended the 1" foam because of my discomfort. 
If you are in constant pain and spend most of your time on your knees  you need these. It's like you aren't kneeling anymore. If not, there are less bulky options. I wore them for a week to complete the project and my knees stopped hurting after 2-3 days. It was like I wasn't kneeling the first time I put them on.  Keeping them in a safe place for the next hard flooring/base cove project.
I do all aspects of construction and keep an AWP Pro gell pair with a flat clear treaded front and a single, wide strap, velcro attached pair with me for any kneeling on hard floors or extended  (more than 15-30 minutes)  on carpet.

will these work with small calves? knee pads are always to big
