I have a 15.6 will this fit?

Yes, although it will be a tight fit. Bought this for my niece to go with her HP which is 15.6 inch.

is this case waterproof?

It’s water resistant, not waterproof.

Will a 13 inch with 2160x1440 laptop fit

It fits a 13” laptop easily. Your screen resolution won’t affect the fit.13 inch screen is still 13 inches even with high resolution :))
