Can this be used for ceramics?

depending on what you mean, depends on the answer. If you are using it for crafts to glue pieces of finished ceramics to something or to adhere as in mixed media collage or assemblage, then yes. If your question is to use for creating ceramics with a kiln, I have no idea. but I would doubt it

How clear does this dry in thicker spots?

In my experience, it dries pretty clear. It will have more texture in the thicker spots and you can see brush strokes if you're using a brush to apply it.

Is this the same a matte gel medium?

Matte gel medium doesn't have a shine. Regular medium has a glossy look.
