Can the handle be re-attached at 90 degrees to what's shown in the picture?

I installed at my daughters house, so I can't check right now. But I'm pretty sure it is a slotted handle, so 90 degrees is NOT possible. What I did was simply remove the handle and put on top of the water tank, so it would not be accidently bumped open. By the way, I was super happy with the purchase (1 piece vs 2).

Can this valve be used as a hose bibb?

Yes, i use it as a hose bib on my rain barrel. If the valve freezes it will break, so, protect it in in extreme cold temperatures.

Can this be used as a boiler drain valve?

All brass with interior stainless ball valve so should be able to handle the drain duties just fine
