Q: Would this bag fit a14" head (including width of lugs) X 31" tall LP conga?

I'd say no. I had a 13" drum that barely fit.

Q: are these bags too wide for a quinto? i dont want the drum sloshing around

I have the 11" bag for my quinto which is 11". Great fit. I'd expect a good amount of sloshing putting a quinto in a 12.5" bag.
