will this fit two hobie outbacks

Unlikely. It just fits my two Eddyline Sandpipers.

Can it hold a 9 foot and 11 foot kayak or do they have to be the same size?

It can hold different size kayaks. Each stand is freestanding and you can adjust the width between both to fit your needs. I use for a 13’ and 15.5’ kayaks.

Will this rack hold up to winds in a storm?

The rack itself seems to be pretty solid, but it should probably be bolted down with the provided brackets to hold up to winds in a storm.

Is there a way to get an extra set of the 28" Upper post to extend the height so we can properly fit our 2 Kayaks???? Rack, as it is, is too short

I am not sure. I have 2 of my kayaks on my rack (one is a larger fishing kayak) and both fit on the rack without issue.
