Simply measuring the diameter of the Outside edge of bottle/jar neck.

What is the thickness of this gasket?

It is the standard thickness 2 1/2 to 3 millimeter

Does 3.25 refer to the ID or OD?

It's the OD. My Bormioli Rocco 1/2 pint to 5 liter jars require a 3.5" OD gasket. I have a package of 3.25" and 3.5" because I ordered the wrong size the first time due to the listing not being clear.
