Does this restrict the connections to a specific refresh rate? Would I be able to still get 144Hz through this switch?

I remember having issues with this when i got it, from what I read online you dont get the 144hz but I havent used mine for a year or so

I have 2 mac pros on input 1it just displays a black screen , and when I switch it to the second mac it just displays moving lines? is it faulty?

My switch worked OK. You have to be careful with the DVI connectors as some don't connect properly. I used it with Tarlink cables. You could try swapping your connections. I had a Windows 10 on one line and a raspberry pi on the other. I think I also had Windows 7 on the other connetion and that worked OK. The two PC's were Novatech.
