I don’t see why it wouldn’t. As long as the Velcro on the hat is the normal size as on the OCP caps and blouses it would fit with little to no overhang

Does it come with the piece that it is designed to attach to?

No. It has a one sided Velcro piece on the back side to attach it to a Velcro strip on a jacket,vest,ect.

Can it be made smaller to fit baseball cap?
